Can I scan or copy the whole text?

Fair use: certain uses of copyright-protected works do not require permission. (See Title 17, section 107)
The Four Factors
The following four factors are used to determine fair use:
- The purpose/character of the use (eg. commercial vs. educational)*
- The nature of the work
- The amount of the material used (the greater the amount copied, the less likely it is fair use) or Substantiality (heart of the work)
- The effect of use on the potential market (value of the work)
* Not all academic use is considered fair use!
* If you plan to copy or scan more than the fair share, DON'T, It's against the law!
